APT Conference Preparatory Group for WRC-12 (APG2012)

Introduction

The APT Conference Preparatory Group for World Radiocommunication Conference ( APG ) has been developed into one of the most important activities of APT. APG was started in 1996 with the objective of harmonizing views and developing common proposals from the Asia-Pacific region for the World Radio Conference (WRC). The APG process has met exemplary success in presenting the views of the region at WRCs. As a result, APG becomes the one with highest attendance from the members in the region. It has substantially helped establishing the prominence given to APT amongst other regional and international organizations.

Objectives

The main objectives of APG are as follows:

  • To develop APT Common Proposals for WRCs
  • To develop APT Common Views on the matters related to ITU Radiocommunication Assemblies (RAs), ITU-R Conference Preparatory Meetings (CPMs) and the ITU-R Special Committee for Regulatory and Procedural Matters (SCRPM)
  • To assists APT Member countries, specially developing countries, in their preparations for WRCs, RAs, CPMs and the SC so that the interests of the region are protected

Terms of Reference:

The Terms of References of the APG cover the following areas:

a. WRC Activities:

  • to review and revise, where appropriate, the procedure for the approval by APT Member administrations of Asia-Pacific Common Proposals (ACPs). Any modification to the existing procedure needs to be adopted unanimously or by consensus;
  • to identify and study issues associated with each WRC Agenda Item, taking into account ,where appropriate, the results of the studies undertaken in the relevant ITU-R Study Groups and Working Parties associated with these Agenda Items;
  • to develop preliminary views and draft proposals on the Agenda Items;
  • to review the outcomes of the Working Party of the Special Committee and the text of the Draft CPM Report and to develop APT contributions, if thought appropriate, to the Special Committee and the CPM;
  • to develop Preliminary Asia-Pacific Common Proposals (PACPs) for each WRC Agenda Item;
  • to participate in the development of APT contributions to the ITU Plenipotentiary Conference on ITU-R issues related to APG activities, if thought appropriate;
  • to coordinate activities at the CPM meetings, including the identification of coordinators for each Agenda Item;
  • to coordinate activities at WRC, including the identification of coordinators for each Agenda Item;
  • to establish e-mail reflectors and correspondence groups to support work between the different APG meetings, as required;

b. RA Activities:

  • to identify and review issues associated with RA activities;
  • to review input contributions from the ITU-R Study Groups and ITU administrations to RA and to develop views on these issues, as appropriate;
  • to develop APT contributions to RA on these issues, if required;
  • to coordinate any other issues relating to RA activities, including the coordination of activities at RAs and the identification of APG coordinators, as appropriate;
  • to establish e-mail reflectors and correspondence groups to support work between the different APG meetings, as required. 

c. Other tasks:

  • throughout the above process, to cooperate with other regional telecommunications organisations;
  • to inform APG participants of the activities of these regional organisations as well as the activities of global and regional broadcasting and other organisations having spectrum management interests, whether by reports from the representatives of these organisations attending APG meetings, or by reports of representatives nominated to represent APG at the meetings of these organisations, or by reports of APT member administrations attending these meetings;
  • to inform APG participants of the activities of the ITU-R informal group meetings on WRC and RA preparations;
  • to develop and present, on an exceptional basis, inputs to Study Groups, Working Parties or Task Groups related to WRC Agenda Items   

Structure

The APG structure for the WRC-12 was formed at the 1st APT Conference Preparatory Group Meeting for WRC-12 in March 2006 . The structure is based on the CPM Report Chapters structure. The following table shows the APG structure with the respective office bearers. The table also shows the WRC-12 agenda items that have been assigned to the respective Working Parties.
